土壤修复项目的投融资模式分析开题报告

1. 研究目的与意义

社会层面：

长久以来，我国先发展后治理的经济发展模式对环境造成了严重危害。土壤污染问题不容忽视，由环保部和国土资源部于2014年4月联合发布的《全国土壤污染状况调查公报》指出，我国土壤环境状况总体不容乐观，部分地区土壤污染较重，耕地土壤环境质量堪忧，工矿业废弃地土壤环境问题突出。在调查的土壤点位中，污染超标率达16.1%，其中轻微、轻度、中度和重度污染点位的比例是11.2%、2.3%、1.5%和1.1%。

土壤污染与食品安全和地下水安全问题息息相关，影响着每一个公民的日常生活。我国面临严重土壤污染，为了实现可持续发展，维护自然生态环境，提高公民的生活质量，土壤修复势在必行。

2. 研究内容和预期目标

一、研究内容要点：

目前，我国土壤修复的资金来源主要为政府投资，各项研究成果正在推动土壤修复项目投融资由政府牵头，社会资本广泛参与，推进PPP项目模式，设立专项资金的方向发展。

在论文中，将以实际的土壤修复项目为例，分析其投融资模式，并提出具体方案使该项目能够获得充足资金的同时创造更多的社会及经济价值。

3. 国内外研究现状

董战峰,璩爱玉,郝春旭,李红祥,余晓文等人通过评估中国土壤修复与治理投融资政策现状，识别了投资面临的关键问题和挑战，提出了政策引导社会资本进入土壤污染修复与治理领域，推进政府与社会资本合作（PPP）项目模式，创新绿色金融政策机制的思路，为土壤修复项目投融资提供了管理技术支撑。

谢飞通过对比研究德国、日本、美国的土地污染追责制度，提出了对能找到责任人的污染土地#8220;谁污染，谁治理#8221;，对于因历史遗留问题导致的土地污染#8220;谁受益，谁治理#8221;的思路，为减轻政府在土壤修复项目中的资金压力，促进政府与社会资本合作提供了理论依据。

4. 计划与进度安排

1、2022年11月至2022年1月，拟订提纲。通过学校图书馆书籍、电子网络、杂志以及硕博论文收集相关资料，在学习所有与论题相关知识点的基础上，总结并提炼出提纲，填写开题报告。

2、2022年1月至3月，完成初稿。进一步收集相关资料，按照前期拟订出的提纲，充实论文的内容，并对其加以具体分析论证，完成论文初稿。

3、2022年3月至4月，反复修改初稿。仔细阅读初稿，对其不足之处以及语句不通顺之处进行修改，并查阅近期文献充实论文。
